NOTICE OF EMPLOYMENT OPPORTUNITY

Manchester Eighth Utilities District is accepting applications for the position(s) of parttime Firefighter/EMT with the Manchester Fire Department. JOB DESCRIPTION

MANCHESTER FIRE DEPARTMENT

THE EIGHTH UTILITIES DISTRICT

PART-TIME FIREFIGHTER/EMT

POSITION SUMMARY:

• Performs firefighting, emergency medical and rescue duties.

• Supports and fosters volunteerism within the Manchester Fire Department

• Works and average of 16 hours per week. The current hours are 10:00 p.m. to 6:00 a.m., however, hours may be adjusted to fit the needs of the Eighth Utilities District.

• Additional shifts may be offered to cover daytime shift openings.

• Potential call-ins for emergency incidents.

• Successfully complete all training as required.

 

GENERAL DUTIES:

• Abides by all rules, regulations, and Department SOGs as set-forth by the Eighth Utilities District and the Manchester Fire Department.

• Performs general maintenance on fire apparatus and related fire equipment as assigned.

• Performs assigned station maintenance.

• Performs other assigned duties as required by the Fire Chief or his/her designee.

• Possible exposure to blood; body tissues or fluids; hazardous chemicals or waste material; fluctuating temperatures; high humidity or wet conditions; seasonal outside weather conditions; grease; oil; dust; radiation; toxins; cytotoxins; poisonous substances; bodily injuries; burns; loud or unpleasant noises; electrical hazards; and electro-magnetic radiation.

 

ADDITIONAL DUTIES:

• Become driver/operator on one “unit” within three (3) weeks from date of hire.

• Become a driver/operator on a Rescue within three (3) months from date of hire.

• Become a driver/operator on an Engine within six (6) months from date of hire.

• Become a driver/operator on all other apparatus as assigned.

• Have a knowledge and understanding of all utilized department vehicles and equipment.

• The ability to communicate orally and in writing including the ability to discuss technical matters clearly and concisely.

• Have a considerable ability to establish and maintain effective working relationships with co-workers, supervisors, District officials, volunteers, other governmental agencies, and the general public.

• Complete and pass Fire Department-assigned mandatory compliance training annually.

• Pass an annual physical conducted by a Fire Department approved physician.

• Part-time Firefighter/EMTs are required to maintain training requirements as set forth by the Manchester Fire Department.

• Be willing to participate in the Fire Prevention and Life Safety programs.

 

SUPERVISION:

• Takes direction from the Fire Chief or his/her designee.

 

MINIMUM QUALIFICATIONS AT THE TIME OF APPLICATION:

EDUCATION:

• Graduation from a standard high school or technical school or an equivalent education as certified by the State of Connecticut Board of Education.

 

CERTIFICATIONS:

• Firefighter 1 certification accepted by the Connecticut Fire Academy.

• Hazardous Materials Operational First Responder certification recognized and accepted by the Connecticut Fire Academy.

• Emergency Medical Technician (EMT) certification by the Connecticut Office of Emergency Medical Services.

 

OTHER:

• Candidates shall possess a valid Connecticut Driver’s license with a minimum of a “Q” endorsement.

• Candidates shall maintain all of the necessary and required certifications and licenses while employed by the Eighth Utilities District.

• Candidates must possess a mechanical aptitude and have the ability to work with mechanical-related tools or other mechanical equipment.

 

PREFERRED:

• Candidate Physical Ability Test (CPAT)

• Firefighter II Certification accepted by the Connecticut Fire Academy.

 

SELECTION PROCESS:

• Written exam with a minimum score of 70% - weighted 50%

• Oral exam with a minimum score of 70% - weighted 50%

• Fire Chief’s interview

 

Applicants who currently reside and have resided within the boundaries of the Eighth Utilities District for 12 concurrent months prior to the submittal of the application will have 2.5 additional points added to their final score.

Applicants who have been active members of the Manchester Fire Department, Eighth Utilities District for 12 concurrent months prior to the submittal of the application will have an additional 2.5 points added to their final score.

Applicants who meet both of the above criteria will have 5 additional points added to their final score.

Applicants who are active members or have been honorably discharged from the U.S. Armed Forces or National Guard shall have 5 additional points added to their final score.

WRITTEN EXAMINATION EXEMPTIONS:

* The written examination shall be waived if an applicant meets the minimum qualifications and is currently an active interior firefighter with an organized Fire Department for five (5) or more consecutive years and has held a current Connecticut EMT Certification for five (5) or more consecutive years. Written proof of the above-mentioned items from the Fire Chief on Department letterhead shall be submitted at the time of application.

The written examination shall be waived if an applicant meets the minimum qualifications, has retired in good standing as a full-time firefighter within the last two (2) years, and has held a current Connecticut EMT Certification for five (5) or more consecutive years. Written documentation shall be provided at the time of application.

** The Candidate Physical Ability Test (CPAT) is not required to apply for this position. If a conditional offer of employment is made, candidates without CPAT will be required to pass a “Fitness-for-Duty” test in addition to the normal physical.
